Vegeta can be found in Rough Plains. He is the only NPC there, since Rough Plains are only plains players pass through to get between Genius Grove and West City. His Nano is obtained through his mission, "Only One Of Me!," in which he sends the player to eliminate Fusion Vegeta, as he himself doesn't have time.
